FY2027 General Revenue appropriation

July 1, 2026–June 30, 2027

Exact reported total: $5,483,267,000

The Legislature enrolled $5,484,667,000 of General Revenue, including $160,656 for claims against the State. The Governor approved the bill while reducing four General Revenue items by a combined $1,400,000, producing this $5,483,267,000 post-veto total. This is not an all-funds budget: State Road, special-revenue, lottery, federal, block-grant, and surplus appropriations are outside the headline.

FactVote started with the Legislature's exact $5.484667 billion General Revenue total, added the separately stated $160,656 General Revenue claims amount to the spending-unit reconciliation, and applied the Governor's four monetary General Revenue veto reductions totaling $1.4 million. FY2025 tax-source shares and audited activity come from the government-wide ACFR, and current tax-rate facts come from the West Virginia Tax Division.

  • The $5.483 billion headline covers General Revenue only; it excludes State Road, other special-revenue, lottery, federal, block-grant, and surplus appropriations in the budget bill.
  • The spending chart is a FactVote grouping of exact appropriations by spending unit, not a functional summary published by the State.
  • FY2027 appropriations are spending authority, not actual expenditures, and later transfers or supplemental actions can change program-level availability.
  • FY2025 audited activity is on the accrual basis and is not the same measure or period as the FY2027 General Revenue budget.
  • The tax-source chart uses broad government-wide categories; Business, Transportation, and Other Taxes contain multiple tax types that the ACFR does not disaggregate in its Changes in Net Position table.
  • Property-tax liabilities vary by property class, local levy, assessed value, exemptions, and any voter-approved excess or bond levies.

  • West Virginia's average monthly population coverage remained below 90% from 2015 through 2022 (83.8%–88.9%); those years are flagged and may understate reported rates. Coverage rose above the warning threshold in 2023.
  • Reporting systems, agency participation, and later revisions can change the published series.

Keep in mind
  • EIA does not publish a current West Virginia statewide weekly gasoline-price series. This Lower Atlantic regional estimate should not be read as West Virginia’s statewide average.
  • The regional average combines Florida, Georgia, North Carolina, South Carolina, Virginia, and West Virginia, and does not represent the price at every station or in every West Virginia community.
  • Prices are nominal and not adjusted for inflation or seasonal patterns. Weekly estimates can be revised and can differ from monthly averages.

How it was measured

The West Virginia Health Statistics Center compiled reports required from physicians under West Virginia Code §16-5-22; the fourth-quarter report's monthly table provides the complete 2025 occurrence total.

  • This is an occurrence count, not a count of procedures obtained by West Virginia residents: 20 were reported for West Virginia residents, one for an Ohio resident, and one had missing residence information.
  • West Virginia law has prohibited induced terminations except under specified circumstances since September 2022, so this administrative count is not directly comparable with broader pre-law totals or estimates of resident procedures obtained outside the state.
