How Virginia funds state services

The FY2027 enacted operating budget, audited statewide tax revenue, and appropriations by service area. Each section keeps its own fiscal period and accounting scope; appropriations, audited results, and local property taxes are separate.

FactVote used Virginia's official Chapter 1 enacted-budget report, captured all 16 FY2027 secretarial-area operating totals, and assigned each exactly once to a service group. Audited tax-source shares and government-wide results come from the FY2025 ACFR; appropriations and audited accrual results are never mixed.

  • The $102.5 billion headline is the FY2027 operating budget and excludes the separately reported $2.74 billion capital budget.
  • The official budget report combines general, federal, special, and other fund sources in its operating total; this panel does not infer a fund-source split that the selected top-level report does not publish.
  • Virginia's locally administered property taxes are outside the audited statewide tax-source denominator. The displayed sales-tax rate includes state, local, and, where applicable, regional components, so it is not directly comparable to the ACFR revenue share.
