How Tennessee funds state services

The enacted FY2027 all-funds budget, audited statewide tax revenue, and spending by service area. Each section keeps its own period and accounting scope; budget authority, audited results, and local taxes are separate.

FY2025 audited actual

Where State tax revenue comes from

$24.4B$24,384,245,000

Shares of the $24.384 billion in taxes reported as general revenue for Tennessee's primary government. The denominator excludes grants, charges for services, investment earnings, miscellaneous revenue, and taxes collected for local governments.

Fuel taxes$1.3B · 5.3%

Audited State motor-fuel-tax general revenue.

Other taxes$647.0M · 2.7%

The ACFR's combined Other taxes line; the government-wide statement does not split it into individual levies.

FactVote used the Governor's official enacted $58.3 billion FY2027 headline and the signed appropriations act for enactment status. The spending view begins with the Budget Document's exact recommended total and functional-area table, then explicitly isolates the net enactment-and-rounding difference rather than assigning it to a service. Audited tax-source shares and government-wide results come from the FY2025 ACFR.

  • The enacted $58.3 billion headline is rounded to the nearest $0.1 billion. The calculated enactment-and-rounding line therefore should not be read as an exact legislative appropriation category.
  • The functional-area amounts come from the official recommended budget table. Public Chapter 1142 legally controls the enacted appropriations and includes adjustments made after that table was published.
  • The all-funds budget includes federal funds, departmental revenue, tuition and fees, and bonds as well as State appropriations; it is not a total of State tax dollars alone.
  • Tennessee property taxes and local-option sales taxes are chiefly local. They are outside the ACFR primary-government tax-source denominator shown here.

Keep in mind
  • EIA does not publish a current Tennessee statewide weekly gasoline-price series; this Midwest regional estimate should not be read as Tennessee's statewide average.
  • The regional estimate combines Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, and Wisconsin, and does not represent the price at every station or in every Tennessee community.
