US Congressional Candidate (PA-06)

Source-published biography

Marty is a fourth-generation Pennsylvanian and a proud graduate of West Chester schools. His roots run deep — his great-grandfather helped establish Philadelphia’s Chinatown as one of Pennsylvania’s first Chinese immigrant families, and his mother immigrated from Portugal, taught in Philadelphia public schools, and then at West Chester East and Henderson High Schools as a substitute teacher. His father, a chemical engineer at DuPont and Westtown graduate, showed Marty that you work hard, give back, and leave things better for those who come next.

Throughout my life — in uniform, in business, and in this community — I’ve focused on doing the job the right way: understanding the problem, making hard decisions, and delivering results. That same approach should guide how we govern.

Outright Home Ownership in 15 Years = Permanent Affordability

Bankruptcy creates an automatic stay so that creditors can no longer call, email or harass you. In all likelihood, most reasonable creditors would be willing to negotiate and restructure debt to avoid a bankruptcy altogether.

With these loans, your monthly payment stays roughly the same as it would be under today’s market rates—but instead of sending money to the bank as interest, you’re paying down principal and building real equity with the goal of outright home ownership in 15 years. These straightforward reforms will increase homeownership, stabilize communities, reduce long-term debt burdens, and strengthen families in Chester and Berks Counties—without distorting markets or adding to the federal deficit.

We need to restructure personal debts that can never be repaid

Candidate position
Belief

America has over $100 trillion in combined personal, household, small business, corporate, and government debt and liabilities that cannot possibly be repaid in full. We already have the right tools to restructure corporate and municipal debts, but Congress must provide the right tool for ordinary Americans as well.

We need to restructure personal debts that can never be repaid

Candidate position
Belief

With nearly 43 million Americans owing roughly $1.9 trillion in student debt alone — plus $1.25 trillion in total credit card debt and over $220 billion in medical debt affecting tens of millions of families — this crisis is already severe. Projections show 8 to 13 million student loan borrowers could soon be in default, while credit card delinquencies have reached levels not seen in over 15 years. We must address the crushing burden of student loans, credit card debt, and medical debt that is holding back an entire generation from starting families, buying homes, and building wealth.

Why are you, as a Republican, leading with this healthcare plan?

Candidate position
Issue Assessment

Washington’s response to rising healthcare costs has largely been driven by elected officials repeatedly extending Affordable Care Act (ACA) subsidies and expanding Medicaid eligibility rather than confronting the structural failures of the system itself.

Young Americans Housing Plan

Candidate position
FactVote summary · Policy

Supports 0% interest, 15-year mortgages for qualifying primary-residence purchases up to the local median home price and 0% refinancing for qualifying existing primary-residence mortgages.

  • The plan proposes Federal Reserve purchases of the qualifying loans through quantitative easing, with borrowers still paying ordinary origination, insurance, and servicing fees.

Through Quantitative Easing (QE), the Federal Reserve can purchase these 0% loans from banks and mortgage brokers that originate them.

Borrowers would still pay standard origination fees, ensuring no direct burden on the taxpayer or the broader financial system.

Young Americans Healthcare Plan

Candidate position
FactVote summary · Policy

Supports breaking up vertically integrated health insurers, allowing TRICARE contractors to compete for coverage, guaranteeing coverage for children through age 22 and expectant mothers through a baby's first birthday, and later allowing TRICARE contractors to compete in ACA exchanges for adults.

  • The plan says Medicare, veterans' healthcare, and adult private-insurance choices would remain in place.

We will break up Big Health Insurance by ending vertical integration. No longer will giant insurers own hospitals, physician practices, pharmacies, or drug wholesalers—including Pharmacy Benefit Managers (PBMs). This restores real competition and puts patients and doctors first.

We will also open competition by allowing proven TRICARE contractors to bid against these giants—and against the current federal Medicaid program.

Every child is covered from birth through age 22, and every expectant mother is covered through a baby’s first birthday, including prenatal, delivery, NICU, and postpartum care.

Then Phase II of YAHP enables TRICARE contractors to compete in the ACA exchanges to provide "TRICARE for All" for adults and couples, paid through premiums that cost the government and taxpayers nothing.

If you are satisfied with your current coverage, nothing about the Young Americans Health Plan changes that. Adults retain their private insurance options and employer-based plans. Medicare remains exactly as it is. Veterans’ healthcare remains exactly as it is.

Young Americans Fresh Start Program

Candidate position
FactVote summary · Policy

Supports restoring broader bankruptcy discharge and restructuring options for unsecured student-loan, credit-card, and medical debt, including federal and private student loans.

  • The plan focuses on unsecured debts, preserves ordinary treatment of collateralized debts, and proposes barring housing discrimination based solely on a prior bankruptcy.

My plan would apply to both federal and private student loans.

If a borrower defaults on a secured loan (such as a mortgage or auto loan), the lender has the right to seize the collateral — like a home or car — but any value in excess of the debt must be returned to the borrower.

Landlords will not be able to reject an applicant for having had a bankruptcy; they can of course reject an applicant that does not demonstrate an ability to pay the rent, but cannot discriminate based on bankruptcy history under my plan.
