FactVote used the exact all-governmental-funds cash-disbursement total from the FY2027 enacted Financial Plan and grouped every functional category exactly once. Shares are recalculated from exact amounts within each section; planned cash spending and audited accrual results are never mixed.

  • New York's enacted headline is a cash-basis spending plan, not total legal appropriation authority or a GAAP expense forecast.
  • Pass-through entity tax collections and related personal-income-tax credits can shift reported amounts between the business and personal-income categories across fiscal years.
  • Local property taxes and local portions of sales taxes are not included in the state governmental-activity tax total.
