How New Jersey funds state services

The FY2027 enacted State-funds budget, audited statewide tax revenue, and appropriations by service area. Each section keeps its own fiscal period and accounting scope; State revenue and locally levied property taxes are separate.

FY2027

How the enacted budget is financed

$60.7B$60,743,569,000

Appropriations from New Jersey's four State funds in the governor-approved annual appropriations act. The headline excludes $30,495,124,195 in federal funds separately identified by the act.

General Fund$35.5B · 58.5%

The State's principal operating fund for revenues and appropriations not assigned to another fund.

Property Tax Relief Fund$24.1B · 39.7%

A State fund supported principally by the gross income tax and a sales-tax dedication; its name describes the fund's purpose, not a State property-tax levy.

Casino Revenue Fund$1.0B · 1.7%

Casino-related State revenue appropriated for eligible programs under the fund's governing rules.

Casino Control Fund$81.3M · 0.1%

Licensing and regulatory funding for casino-control functions.

FY2025 audited actual

Where State tax revenue comes from

$51.9B$51,867,021,553

Gross income tax$21.0B · 40.5%

Audited State gross income tax general revenue.

Sales and use tax$14.0B · 27.0%

Audited State sales and use tax general revenue.

Other taxes$12.1B · 23.3%

The ACFR's combined Other taxes line; the government-wide statement does not split this amount into its individual levies.

Corporation business tax$4.8B · 9.2%

Audited State corporation business tax general revenue.

FY2027 appropriations handbook

FY2027 enacted State-funds spending plan

$60.7B$60,743,569,000

Every department, branch, commission, interdepartmental, and debt-service State appropriation in the final handbook is assigned exactly once to one of these service areas. The groups reconcile to the enacted State-funds total.

Education, higher education, and culture$23.8B · 39.2%

The Departments of Education and State, including K–12 aid, higher education, student assistance, cultural programs, and election administration housed in the Department of State.

Health and human services$14.3B · 23.6%

Children and Families, Health, Human Services, and Veterans Affairs.

FactVote used the governor-approved FY2027 Appropriations Act for the enacted State-funds headline and fund mix, then assigned every final handbook department, branch, commission, interdepartmental, and debt-service total exactly once to a service group. Audited tax-source shares and government-wide results come from the FY2025 ACFR; appropriations and audited accrual results are never mixed.

  • The $60.7 billion headline covers State-fund appropriations only. The act separately identifies $30.5 billion in federal funds, which are not added to the headline or service-area groups.
  • The Property Tax Relief Fund is a State accounting fund supported principally by income tax and a sales-tax dedication; it should not be mistaken for locally collected property-tax revenue.
  • Service groups aggregate whole department and branch totals. Programs with a different purpose remain with their parent department, including election administration within the education-and-culture group through the Department of State.

How it was measured

EIA's weekly retail gasoline survey samples outlets and publishes volume-weighted price estimates. Because EIA does not publish a current New Jersey statewide weekly series, FactVote uses the smallest current EIA retail region that includes New Jersey and labels it as a regional proxy.

Keep in mind
  • EIA does not publish a current New Jersey statewide weekly retail gasoline-price series; this is the six-jurisdiction Central Atlantic average and is not a New Jersey statewide estimate.
  • The regional average masks differences among states, communities, fuel formulations, payment methods, and individual stations.
  • This nominal weekly snapshot does not identify why prices changed or establish the effect of any tax, bill, executive action, or market event.

Keep in mind
  • This is a five-year maternal-health review count, not a count of abortions, births, or pregnancy-related deaths alone.
  • New Jersey remains absent from CDC's 2022 abortion-occurrence table, so this card does not infer or substitute a statewide abortion total.
