How Massachusetts funds state services

The signed FY2027 budget, audited statewide tax revenue, and spending by service area. Each section keeps its own period and accounting scope; budget authority, audited results, Fair Share spending, and municipal property taxes are separate.

FactVote used the Governor's signed $63.42 billion FY2027 headline and Chapter 137 for enacted status and line-item scope. Service groups combine each fixed-dollar Section 2 appropriation once, add relevant Section 2E Fair Share transfers, and show the reported unrestricted local-aid amount separately. Audited tax-source shares and government-wide results come from the FY2025 ACFR.

  • The signed $63.42 billion headline is rounded to the nearest $10 million. The statewide-obligations category includes a calculated residual and therefore is not an independently published appropriation total.
  • Some Massachusetts appropriations, including unrestricted local aid, are formula-based or supported by projected receipts rather than a single fixed dollar amount printed beside a line item.
  • Section 2D federal-grant spending authority is excluded from the signed top-line grouping to avoid adding federal grant authorizations to the operating-budget headline a second time.
  • Municipal property taxes are outside the Commonwealth primary-government tax-source denominator and vary across all 351 cities and towns.

Keep in mind
  • The statewide estimate does not represent the price at every station or in every Massachusetts community.
  • Differences in fuel formulations, payment methods, taxes, and local market conditions can produce prices above or below the statewide average.
  • This nominal weekly snapshot does not identify why prices changed or establish the effect of any tax, bill, executive action, or market event.
