FactVote used the Legislative Services Agency's enacted FY2027 General Fund appropriation estimate after gubernatorial vetoes and its official subcommittee chart. Because the published category values are rounded to $0.1 million and sum to $0.2 million less than the published total, FactVote shows an explicit rounding adjustment. FY2025 tax-source shares and audited activity come from the government-wide ACFR, and current rate facts come from the Department of Revenue.

  • The $9.644 billion headline is the official estimated General Fund appropriation total, not an all-funds budget; LSA separately reports $1.509 billion of FY2027 appropriations from Other Funds after vetoes.
  • Standing appropriations depend on statutory formulas and are estimated in the post-session report even though the underlying authority is enacted.
  • The seven published subcommittee values sum to $9.6438 billion because they are rounded to $0.1 million; the spending chart exposes the $0.2 million difference instead of silently assigning it to a service area.
  • FY2025 audited activity is on the accrual basis and is not the same measure or period as FY2027 General Fund appropriations.
  • Locally collected property taxes are outside the State tax-source denominator, and property-tax rates vary by local tax district and taxable value.

FactVote uses EIA’s Midwest series, the smallest current EIA retail region that includes Iowa. Changes are calculated from the published August 24, 2026 (prior week), and September 1, 2025 (52 weeks earlier), observations.

Keep in mind
  • EIA does not publish a current Iowa statewide weekly gasoline-price series. This Midwest regional estimate should not be read as Iowa’s statewide average.
  • The regional average combines Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, and Wisconsin, and does not represent the price at every station or in every Iowa community.
  • Prices are nominal and not adjusted for inflation or seasonal patterns. Weekly estimates can be revised and can differ from monthly averages.
  • Price changes alone do not establish the effect of any bill, official, or government action.
