Daylight Saving vs. Standard Time

Candidate position

Switching our clocks twice a year is a pain. Countless polls show that the vast majority of Texans support ditching this anachronistic policy. The difficulty is choosing which time standard to settle on. Vikki’s approach is to allow voters to have their say and select either Daylight Saving Time or Standard Time year-round.

Elections and Citizen-Led Ballot Initiatives

Candidate position

While half the states in America empower their citizens with direct democracy through initiative processes, Texans don't have this powerful tool. Vikki believes decisions are too often made without adequate input from those affected, limiting our ability to participate in the legislative process that shapes our lives. Vikki is fighting for an electoral system that truly serves Texans by expanding voting options and modernizing registration.

Gambling/Casinos

Candidate position

I am in favor of letting the people of Texas vote on whether or not to legalize gambling in Texas. Right now people leave, and take their dollars with them, to go to nearby states where they can gamble, which means Texas is losing out on potential revenue and economic activity. This represents a significant economic opportunity that could benefit our state through job creation, tourism, and tax revenue if properly regulated. I think we should let the people of Texas have a say in this decision through the democratic process, as they are the ones who should ultimately determine what's best for our state's future.

Gun Ownership/Responsibility/Safety

Candidate position

My position on gun rights balances Second Amendment protections with public safety measures, fully supporting responsible gun ownership for hunting, sport, and protection. However, we must address that guns are the leading cause of death among youth 18 and under in Texas. I believe we can implement common sense safety measures like stronger background checks, proper training requirements, and tools to investigate straw purchases without infringing on constitutional rights. My goal is working across party lines on practical solutions that protect both our communities and our freedoms, because gun ownership must come with responsibility.

Property Taxes

Candidate position

I remain committed to meaningful property tax reform for Texas families. We've increased the homestead exemption to $140,000 and $200,000 for seniors while capping local tax increases and providing school tax compression. The root cause of rising property taxes is the state shifting costs for education, healthcare, and transportation to local governments while maintaining a substantial Rainy Day Fund. We must fundamentally change this by having the state take greater responsibility for funding these essential services to prevent Texans from being taxed out of their homes.

Immigration and Border Security I support comprehensive immigration reform that addresses both border security and economic realities. Our outdated federal immigration system and recent federal changes to decades-old system has created chaos for people moving through the immigration system, uncertainty for DACA students and refugees, and unpredictability for our economy.Under current leadership, the state government is carrying out the ruthless and often illegal detention of people who call Texas home. State and local law enforcement collaboration with federal immigration agencies is eroding the trust Texans have in their government. Until Congress acts on meaningful reform, Texas will continue facing the consequences of a broken system that serves no one well — but Texas doesn’t have to keep buying in.

Clean Water for Families, Not Data Centers

Candidate position

Texas continues to face serious drought conditions, and we need to get serious about our water priorities. For decades, our state leadership has failed to address the growing need for water in vast swaths of Texas. Cost and Funding Mechanisms:

Candidate position

Tier II: Lone Star Basic Cost: The program's cost will primarily depend on how many people enroll and what health services they use. Administrative costs will scale with enrollment but should remain a relatively small portion of the total budget.Funding Mechanisms: Federal payments would finance most of Lone Star Basic. Currently, federal dollars flow to insurers to lower the cost of Marketplace coverage for eligible Texans. Under Lone Star Basic, 95% of the federal funding that would have gone to private insurers would instead go to Texas to help fund the program. A Texas-specific actuarial analysis would determine the total federal payment based on enrollment projections. The state would cover any remaining program costs and administrative expenses.

Funding Mechanisms: Lone Star Preferred will be funded through a one-time payment from the Rainy Day Fund (the state's emergency savings fund), along with ongoing revenue from a new tax on legal cannabis. This money covers the initial setup and operating costs, and builds a financial cushion to keep the program stable. Once that period ends, the program becomes self-sustaining through member premiums and cannabis tax revenue going into the fund.

HB 18 - (consideration continued)

Amendment No. 5 - Point of Order Representative Dutton raised a point of order against further consideration of Amendment No. 5 under Article III, Section 40, of the Texas Constitution. The speaker overruled the point of order, announcing his decision to the house as follows: Mr. Dutton raises a point of order against further consideration of the Little Amendment under Article III, Section 40, Texas Constitution on the grounds that the subject matter of the amendment is not included in the field of legislation designated by the governor's proclamation. The chair previously held that the class embraced by the bill is individual members and special-purpose political committees which operate as members' alter ego. 89 H. Jour. 2d C.S. 363 (2025). It follows that since special-purpose political committees operate as alter egos for legislators, they are encompassed within the governor's call language of "legislation to impose penalties or punishments for legislators who willfully absent themselves during a session." The pending amendment applies to a legislative caucus only if the caucus "also has a principal purpose of a special-purpose committee." Just as special-purpose committees are encompassed within the governor's call, so are legislative caucuses as defined by the amendment. Thus, the amendment falls within the governor's call. Accordingly, the point of order is respectfully overruled.

Amendment No. 5 was adopted by (Record 145): 85 Yeas, 47 Nays, 2 Present, not voting.

Every certified daily journal exposed by the official Texas journal API for the configured legislatures was inspected. Only an exact member label printed in a Yeas, Nays, Present-not-voting, Absent, or Absent-excused list becomes a personal record. Unanimous or voice outcomes without a printed member list, sponsorship, attendance outside a vote, and omitted names are not inferred.
