The exact official service window begins 2023-01-03, but the first identity-safe member-level roll call currently captured is dated 2025-01-03. Earlier online Clerk material that is unavailable or cannot be bridged to one exact member identity remains excluded; no vote or absence is inferred. Every numbered U.S. House roll call published by the Clerk during the configured service window is reconciled through the member's exact Bioguide ID. Clerk XML through 2002 does not publish Bioguide IDs, so those rows require a candidate-specific official House identity and service bridge plus one unique exact published-name, party, and state tuple. A published roll without an identity-safe row is retained as an explicit source omission and is not labeled as a vote or absence. Voice votes and other actions without member-level roll calls are outside this archive.
