With 40 years of experience on the Appropriations Committee, he has served on more than ten different subcommittees, including leadership roles as Chairman or Ranking Member of six. Notably, Rogers was tapped in 2003 to lead the first Subcommittee on Homeland Security. Through this important role, Rogers fought to ensure our first responders received necessary funds to protect against terrorist threats; demanded tough answers from FEMA in the wake of federal responses to wildfires, hurricanes and flash floods; and insisted on enforcement of our country’s immigration laws and stronger border security.

The exact official service window begins 1981-01-03, but the first identity-safe member-level roll call currently captured is dated 1990-01-23. Earlier online Clerk material that is unavailable or cannot be bridged to one exact member identity remains excluded; no vote or absence is inferred. Every numbered U.S. House roll call published by the Clerk during the configured service window is reconciled through the member's exact Bioguide ID. Clerk XML through 2002 does not publish Bioguide IDs, so those rows require a candidate-specific official House identity and service bridge plus one unique exact published-name, party, and state tuple. A published roll without an identity-safe row is retained as an explicit source omission and is not labeled as a vote or absence. Voice votes and other actions without member-level roll calls are outside this archive.
