The Cost of Living

Candidate position

I believe our economy is strongest when it is built from the middle out, not the top down. For too long, families in our district have been squeezed by the cost of living while big corporations and billionaires rig the game. My focus in Washington is simple: fighting for policies that lower your costs, raise your wages, and give your family a fair shot. An economy that works for Wall Street is not enough; we need an economy that works for Main Street in New Haven, Ansonia, Middletown, and all across our district.

My core conviction has never wavered. Everyone should have affordable healthcare. No family should have to face bankruptcy because of a medical emergency. That is why I fight for policies that will strengthen the Affordable Care Act, Medicare, and Medicaid (known in Connecticut as HUSKY) and reduce costs to make health care more affordable — because financial security and health security are two sides of the same coin. This is a fight I will never abandon.

Gun Violence Prevention

Candidate position

Our children deserve to grow up in a community free from the fear of gun violence. For me, this is not a political issue—it is a public health crisis that demands urgent, commonsense action. I believe we must tackle this epidemic from every angle, by keeping weapons of war off our streets and by investing in community-based solutions that prevent violence before it starts. That is why I authored and introduced Ethan’s Law– a Guilford teenager who lost his life with an unsecured gun in early 2018- which establishes federal requirements for safe gun storage.

Our immigration system is in crisis and our government lost control of the border. However, this does not justify abandoning the rule of law. President Trump has undermined constitutional rights by targeting individuals who are contributing to our communities, attending school, and following legal immigration processes. Instead of focusing resources on truly securing the border, they are punishing those acting in good faith. We can—and must—strengthen border security and manage immigration in a way that upholds the legal values that define our nation.

Our nation’s veterans put their lives on the line for our country and we have a duty to honor their service and support their families. I have been a strong advocate for the Honoring Our PACT Act of 2022, which expanded healthcare and benefits for those exposed to toxic substances like burn pits. As Ranking Member of the House Appropriations Committee, I helped secure critical funding to implement the law, including resources for VA facilities such as the West Haven VA Medical Center. Making Life More Affordable

My top priority is delivering real savings that make a difference in your household budget. I have achieved results by:

Leading the charge for the expanded Child Tax Credit , which provided a major tax cut for working families and cut child poverty nearly in half. I am fighting every day to make it permanent.

Lowering healthcare costs by giving Medicare the power to negotiate lower prescription drug prices and capping insulin costs.

Reducing home energy bills by securing millions in LIHEAP funding and passing rebates for energy-efficient appliances.

Fighting for the middle class, working class and the vulnerable

A strong economy isn’t just about jobs—it’s about work for the working and middle class.. I believe everyone who works hard deserves a chance to build a better life. That is why I will always work to:

Protect the right to organize. I am a strong supporter of unions and every worker’s right to bargain for better wages and benefits.

Ensure the wealthy and corporations pay their fair share. I will always oppose tax cuts for billionaires so we can invest in our communities.

Defend Social Security and Medicare. You paid into these programs your entire life. I will protect the benefits you have earned.

Taking on Big Pharma to Lower Your Costs

For too long, the greed of Big Pharma has forced our families to make impossible choices. I took that fight to Washington, and we won. The Inflation Reduction Act, which I championed, finally allows us to:

Give Medicare the power to negotiate lower drug prices.

Cap insulin costs $35 a month for seniors.

Limit annual out-of-pocket prescription costs for seniors on Medicare.

This is a monumental victory for affordability, but my work is not over.

Education: The Foundation for Opportunity

Our public schools are the heart of our communities and the engine of our future success. A high-quality education is the best pathway out of poverty and into the middle class, which is why my commitment to our children begins in the classroom.

Investing in Our Students and Schools

As Ranking Member of the Appropriations Committee, I fight everyday to deliver federal resources directly to our schools. Here are some of the results:

A historic increase in funding for students with disabilities and for schools serving a high number of low-income families through Title I grants.

Creating direct pathways to good-paying, union careers by establishing a new manufacturing program at New Haven Public Schools.

Providing safe, modern spaces for our kids to grow, with investments to renovate the Boys & Girls Club of Milford and the Wilbur Cross High School athletic fields.

Seniors

A Commitment to Our Seniors

Generations of workers built this country and paid into Social Security and Medicare with every paycheck. These are not entitlements; they are earned benefits that form the foundation of a dignified retirement. My work in Washington is to ensure that this foundation remains unshakable. When it comes to the benefits our seniors have earned, there is no room for compromise.

My priorities are straightforward:

I took on Big Pharma and won, passing the law that allows Medicare to negotiate lower drug prices and caps insulin costs at $35 a month for seniors.

I have voted against every attempt to cut Social Security, raise the retirement age, or gamble Medicare on Wall Street.

I am working to strengthen federal protections against the financial scams that prey on our retired citizens.

You have earned your peace of mind, and I will always work to protect it.

Fighting for working Families

For too long, our economy has not kept up with the reality of working families who are squeezed by the rising cost of everything from groceries to child care. My focus has been on delivering real, transformative support that lifts up families and grows our economy from the middle out.

Here are the landmark achievements I have fought for and delivered:

I led the charge to pass the expanded Child Tax Credit . This historic middle-class tax cut lifted nearly half of America’s children out of poverty and gave millions of families the breathing room they desperately needed. I am fighting every day to make it permanent.

I authored the Paycheck Fairness Act because there is no excuse for women to earn less than men for the same work.

Increased funding to save the childcare industry

I am working to lower the cost of child care and establish a national paid family leave program —two essential pillars for a modern economy.

When our families are strong, our nation is strong.

Infrastructure and Transportation

Infrastructure for a Stronger Economy

Good jobs and thriving local businesses depend on modern, reliable transportation. That is why I fought to pass the Bipartisan Infrastructure Law—to bring historic federal investment back home and rebuild the foundation of our economy.

We are putting these resources to work creating union jobs and opportunity by:

Reconnecting our communities for growth, with a $20 million investment to complete New Haven’s Downtown Crossing project and funding to spur new transit-oriented development in Derby.

Modernizing our roads to support local businesses, by rebuilding key economic corridors like East Industrial Road in Branford and paving the way for new development in Seymour and Beacon Falls.

Infrastructure for Safe and Healthy Neighborhoods

The most important infrastructure is often the kind you don’t see every day. From the pipes that bring clean water to our homes to the systems that protect us from storms, these investments are fundamental to our community’s health and safety, especially for our children .

I have directed federal funding to secure our neighborhoods by:

Ensuring access to safe, clean drinking water, with projects to replace contaminated wells in Durham and install new water mains in Prospect.

Building for a more resilient future, by investing over $4 million to protect Stratford’s water treatment facility from flooding and the impacts of climate change.

A Public Health Approach to Safety

For decades, I fought to end the freeze on federal gun violence research. We succeeded, and I have since secured $25 million to fund research that helps us understand the root causes of this crisis. At the same time, I am working to make our neighborhoods safer by bringing federal dollars directly home to support community crisis response teams and our local police departments.

Housing

We are living with a crisis in prices for housing and apartments. Every American deserves access to safe, affordable and sustainable housing. Today unfortunately, rising housing costs are preventing families from achieving that very dream. Rent in New Haven County alone has risen 21% in the past five years leading to many working and middle-class families being priced-out of the County. I have repeatedly fought attacks against the Federal Housing Administration and efforts that discourage homeownership as well as increase oversight to stop predatory lenders and private banks who take advantage of homebuyers.

As a child, my parents and I were evicted, which is why I have introduced the Eviction Prevention Act, which would help low-income renters have access to legal counsel if they are evicted. The exact official service window begins 1991-01-03, but the first identity-safe member-level roll call currently captured is dated 2003-01-07. Earlier online Clerk material that is unavailable or cannot be bridged to one exact member identity remains excluded; no vote or absence is inferred. Every numbered U.S. House roll call published by the Clerk during the configured service window is reconciled through the member's exact Bioguide ID. Clerk XML through 2002 does not publish Bioguide IDs, so those rows require a candidate-specific official House identity and service bridge plus one unique exact published-name, party, and state tuple. A published roll without an identity-safe row is retained as an explicit source omission and is not labeled as a vote or absence. Voice votes and other actions without member-level roll calls are outside this archive.
