Every Huntington Beach City School District Board of Trustees meeting exposed by the official configured meeting-type indexes during Brian Burley's verified service window is inventoried. A record attaches only when published minutes explicitly name the candidate as mover, seconder, yes, no, absent, abstained, or recused. An agenda, attendance roster, collective action, or office responsibility never implies a position. Meetings whose minutes are not yet published remain visible in the coverage inventory and do not by themselves make the captured published-minutes archive incomplete.
