Equal access to government market information

Candidate position

The NO PROFIT Act is a legislative response to Truth Social’s launch of Truth API, a subscription-based data feed costing as much as $100,000 monthly per license that provides subscribers with advance access to posts from 10 of the platform’s most influential accounts, including President Trump’s. The legislation would make it illegal for a person to knowingly trade in securities, commodities, swaps, or prediction market contracts if the person is doing so on the basis of material information obtained through prioritized access to an account.

Temporary oil windfall tax and household rebates

Candidate position

To ensure that American families directly benefit from this policy, the legislation establishes a mechanism to return revenues generated by the windfall profits tax to American taxpayers. Funds collected will be rebated back to households to offset increased energy and transportation costs from Trump’s war.

Temporary crude-oil export restrictions

Candidate position

The bill would implement a targeted export ban designed to stabilize domestic energy markets, reduce inflationary pressure, and prioritize U.S. supply during a period of international crisis. It also includes limited flexibility for cases where certain crude oil cannot be efficiently refined domestically, allowing narrowly tailored export licenses provided that refined products are returned to the United States.

North Korea travel for family reunification

Candidate position

“To the dismay of many Korean Americans, Secretary Rubio recently renewed the ban on U.S. citizen travel to North Korea for the 10th consecutive year. About 100,000 Korean Americans still hope to have family reunification meetings with aging relatives in North Korea, and the ban makes it impossible for them to do so. It is time for the State Department to revise its policy so that Korean Americans can have the opportunity to attend funerals or burials in North Korea and to heal the wounds of years-long separations.”

Safeguards for U.S.–Saudi nuclear cooperation

Candidate position

This should not be a Democratic or Republican issue – this is about American national security, and the United States’ longstanding bipartisan commitments to non-proliferation. It was the policy of the first Trump Administration that a nuclear deal with Saudi Arabia needed to include the Gold Standard and Additional Protocol provisions. Secretary of State Marco Rubio recognized the need for these safeguards years ago when he joined me in introducing the Saudi Nuclear Nonproliferation Act in 2016, and I applaud Senator Kennedy (R-LA) for registering his opposition to this no-safeguards Saudi nuclear deal last month. Members of Congress – Republican and Democrat alike – must reject this deal with a Joint Resolution of Disapproval until the necessary safeguards are included.”

Antisemitism Awareness Act

Candidate position

We urge Senate Major Leader John Thune to utilize Rule 14 to bring a clean Antisemitism Awareness Act for a vote in the Senate, and we urge Speaker Mike Johnson to once again swiftly pass the Antisemitism Awareness Act in the House. Codifying the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism is long overdue, and is more urgent now than ever as we see one violent anti-Zionist terror attack after another. You cannot fight antisemitism if you are unwilling to define it.

Nonprofit security grants

Candidate position

We also urge President Trump and Congressional Appropriators to fund the Nonprofit Security Grant Program (NSGP) at long-requested levels of $500 million. This money will fund security grants to nonprofit institutions which face terrorist threats, including synagogues and Jewish community institutions. It will help them put in place additional security measures like security cameras, locked doors, security guards, and more that could thwart terror attacks like the one that transpired at the Capitol Jewish Museum.

End specified foreign-investment tax preferences

Candidate position

No Capital Gains Allowance for American Adversaries Act: This bill would eliminate the capital gains tax break for investments in companies based in China, Russia, Belarus, Iran, and North Korea. It also eliminates a related tax break, the “step-up in basis” at death, for investments in such companies. The SEC will require disclosure that no tax breaks are available for these stocks. Additional original cosponsors of this legislation include Representatives Lloyd Doggett (D-TX) and Bill Foster (D-IL).

Corporate China-risk disclosures

Candidate position

China Risk Reporting Act: Investors deserve to know the degree to which the American and foreign companies they invest in are dependent upon China and the related risks. This bill would require publicly traded companies that file any reports with the SEC to discuss in their annual reports: (1) the degree to which the company is dependent upon China and the risks China poses, such as supply chain disruptions, intellectual property theft, or nationalization of assets, and (2) the steps the company has taken to reduce its China risk. This bill will force companies competing for capital to reduce their exposure to China. If China invades Taiwan, Congress should be able to impose sanctions, knowing American companies have insulated themselves from the rupture. Hopefully, this will deter such an invasion.

Stock restrictions for sanctioned Chinese companies

Candidate position

PRC Military and Human Rights Capital Markets Sanctions Act: A recent report identified 144 Chinese companies, or their affiliates, whose practices were so adverse to U.S. interests that it is illegal for Americans to buy their products. Most of these companies have been found to violate human rights. Others play an integral role in the China military-industrial complex. While buying the products of these companies is illegal, it is still legal to buy their stock. This bill would prohibit Americans from investing in the stock of companies that appear on such sanctions lists or have an affiliate on the sanctions list.

Exclude Chinese stocks from index funds

Candidate position

No China in Index Funds Act: Index mutual funds minimize their expenses by simply investing in all the companies in a certain market sector, without looking closely at the individual companies. There are unique difficulties in evaluating the risks of investing in Chinese companies. Americans should not invest in these companies without carefully evaluating the risk. This bill will keep these hard-to-evaluate Chinese stocks out of index mutual funds.

Every numbered U.S. House roll call published by the Clerk during the configured service window is reconciled through the member's exact Bioguide ID. Clerk XML through 2002 does not publish Bioguide IDs, so those rows require a candidate-specific official House identity and service bridge plus one unique exact published-name, party, and state tuple. A published roll without an identity-safe row is retained as an explicit source omission and is not labeled as a vote or absence. Voice votes and other actions without member-level roll calls are outside this archive.
